bmw x5 e53 lower tailgate issue

cant get lower tailgate to open  ,press button only get a slight noise,  does,nt seem to give a definite release sound if you know what i mean, changed actuator and still does the same , but will release fine if i use a screwdriver on lever with cables attatched , could it be the cables are stretched , thanks in advance ,something simple i,m sure
