Both our Citroens have halogen lamps. The best money I ever spent on them was to buy Osram Nightbreaker "Laser +150%" bulbs.

There seems to be a growing trend around this way for cars being brazenly driven around with no reg.plates - front or rear.
I would venture to suggest they aren't taxed or insured, either. In any case, even if they are insured the insurance won't be valid due to the lack of plates.

Well, it's been done today. Allegedly it doesn't need a new airbag. After the EGR cooler debacle (two visits, both telling me the cooler didn't need to be replaced, and then a third recall when the cooler did need to be replaced) I'm not confident.
